The U.S. Drought Monitor is a weekly assessment—not a weather forecast
Drought.gov describes the U.S. Drought Monitor as a map of the location and intensity of drought across the country. Authors combine precipitation, temperature, soil moisture, streamflow, snowpack, reservoir information, and local input rather than relying on one rain gauge or one dry week. The map is released Thursday morning and represents data valid through Tuesday at 7 a.m. Eastern, so the date matters.
- D0 · Abnormally Dry
- An area may be going into drought or coming out of drought. D0 is a warning sign on the map, but Drought.gov treats it as distinct from the four drought categories.
- D1 · Moderate Drought
- The first drought category. Impacts vary by region, season, water system, soil, crop, and duration.
- D2 · Severe Drought
- A more intense and established drought signal. The category does not by itself state a household water rule or an evacuation instruction.
- D3 · Extreme Drought
- Very serious drought conditions in the weekly assessment. Check current water, fire-weather, heat, and local planning information separately.
- D4 · Exceptional Drought
- The most intense U.S. Drought Monitor category. It describes drought intensity, not the probability of rain tomorrow.
A category boundary is not a wall. Conditions and impacts can differ within the same shaded area, especially where terrain, water supply, vegetation, or recent rain varies. Start with the category, then add observations and the forecast that match your decision.
Where drought may change
Monthly and seasonal drought outlooks look forward
NOAA's Climate Prediction Center issues monthly and seasonal drought outlooks. Their categories describe where existing drought is expected to persist, improve, or be removed, and where drought development is expected. They are broad planning products, not day-by-day rainfall forecasts and not guarantees for an individual yard, farm, stream, or reservoir.
Keep water-sensitive and fire-conscious plans conservative; persistence does not mean every day will be dry.
Use the outlook as an early planning signal, then watch local precipitation and temperature forecasts.
Improvement does not promise that all drought will end or that reservoirs and groundwater will recover quickly.
The drought category may be removed during the outlook period, but separate water-supply or ecosystem impacts can linger.
Check the valid period before comparing two outlooks. A monthly outlook and a seasonal outlook can emphasize different time windows without contradicting each other. Neither one replaces the local forecast for the next trip, workday, or outdoor event.
Product names change the decision
Monitor, outlook, forecast, watch, and warning are not interchangeable
- Drought Monitor
- A weekly synthesis of current drought location and intensity. It looks backward and at current conditions; it does not predict tomorrow's rain.
- Drought outlook
- A broad forward-looking assessment of likely drought development, persistence, improvement, or removal over its stated period.
- Local weather forecast
- Expected precipitation, temperature, wind, and other weather for a specific place and period. A rainy forecast can help without immediately erasing accumulated drought.
- Watch
- A separate weather or hydrologic hazard is possible. Prepare for the named hazard and keep checking updates; do not assume the drought map defines the watch area.
- Warning
- A named hazard is occurring or imminent for the warned area. Act on the warning's location, expiration time, threat, and instructions even when a long-term drought map is your original concern.
Drought can raise concern about vegetation, water supply, and fire potential, but immediate hazards still use their own products. A Red Flag Warning describes critical fire-weather conditions; a Dust Storm Warning, Heat Warning, or Flash Flood Warning carries different actions. Drought does not prevent flash flooding—hard, dry, burned, or water-repellent ground can still experience dangerous runoff when heavy rain arrives.
Add real water observations
Streamflow and groundwater data answer a different question
USGS Water Data for the Nation provides observations from monitoring locations across the United States. Its National Water Dashboard brings together recent stream, lake, reservoir, precipitation, water-quality, and groundwater information. Those measurements can help show what water is doing at a particular site now, while the Drought Monitor summarizes broader drought conditions.
- Match the site: choose a gauge or monitoring location relevant to the river, lake, or groundwater question you actually have.
- Check the timestamp: a real-time label still needs an observation time, and some stations update more often than others.
- Use the comparison: a value becomes more useful when the dashboard shows how it compares with normal or historical conditions for that location.
- Do not infer safety: a low stream reading does not make a crossing, boat launch, or shoreline automatically safe; conditions, access rules, and hazards remain local.
A practical reading order
Use five checks before changing a plan
- Read the Drought Monitor date and category. Confirm whether the area is D0 or in drought at D1–D4.
- Open the drought outlook. Note whether persistence, development, improvement, or removal is expected during the stated period.
- Check recent water observations. Use a relevant USGS monitoring site when stream, lake, reservoir, or groundwater conditions matter.
- Read the local forecast. Look at precipitation timing, temperature, wind, and the forecast discussion when uncertainty could change your plan.
- Finish with active alerts. A watch or warning for fire weather, heat, dust, flooding, wind, or storms controls the immediate safety decision.
This order works for travel, yard and garden planning, outdoor work, recreation, and conversations about water conditions. Americans already fund these official public datasets.
