NOAA river flood maps: how to read forecasts, inundation, watches, and warnings

A river line on a chart, a colored inundation area, and an NWS Flood Warning answer different questions. This guide explains how to use NOAA's National Water Prediction Service to see what a gauge is measuring, what forecasters expect next, where modeled water may spread, and when an official alert—not the map—should drive immediate action.

One screen, several kinds of information

An outlook, forecast, gauge reading, map, watch, and warning are not interchangeable

NOAA's National Water Prediction Service, or NWPS, brings observations, forecasts, outlooks, hydrographs, and experimental flood-inundation mapping together. The fastest way to use it safely is to decide which question you are trying to answer before reading a color or line.

Flood Hazard Outlook
An experimental, broad planning product showing where flood potential may develop. It helps you identify an area to monitor; it is not a street-level forecast, watch, warning, or evacuation instruction.
Weather forecast
Expected rain and other weather for a place and time. A heavy rain forecast can raise concern, but it does not by itself tell you the future stage of a particular river.
Gauge observation
A measured river stage or flow at a specific gauge and time. It describes that point, not every road, creek, drainage ditch, or building nearby.
River forecast hydrograph
A time chart that combines recent observations with a forecast for a gauge. Use it to see whether the river is expected to rise, crest, or fall and whether forecast levels approach locally defined thresholds.
Flood inundation map
A modeled estimate of where water may extend under a selected analysis or forecast. NWPS labels these mapping products experimental and does not provide them for every area.
Flood Watch
Conditions are favorable for flooding. Flooding is possible, not certain. Prepare, review your route to higher ground, and keep checking official information.
Flood Warning or Flash Flood Warning
Flooding is imminent or occurring. Read the warning polygon, timing, impacts, and instructions, then take protective action. Flash flooding can develop within minutes or hours and may occur away from a river gauge.

Start with the hydrograph

Read what is measured before you read what is forecast

Search NWPS by state, river, gauge, Weather Forecast Office, or River Forecast Center, then open the full gauge information. A useful reading begins with location and time—not with the tallest point on the chart.

1. Confirm the gaugeMatch the river, community, gauge name, and drainage basin. A nearby gauge may respond differently if it is upstream, downstream, or on another tributary.
2. Find the latest observationNote the measured value and timestamp. A stale or missing observation should lower your confidence in using the chart alone.
3. Separate observed and forecastDo not read the forecast line as a measurement. It is the best current estimate and can move higher, lower, earlier, or later as rain and river conditions change.
4. Read the trend and crestNotice the rate of rise, the expected peak, the time zone, and when the water is forecast to fall. A lower crest can still cut off a low road.
5. Open impacts and tabular dataNWPS gauge pages can include local impacts, mapping, ensemble information, and tabular values. Those details give the line practical meaning.
6. Check alerts separatelyA hydrograph does not replace the NWS alert for your location. A warning may cover fast water, tributaries, or areas that the selected gauge does not represent.

Then add the experimental map

Choose the inundation layer that matches your question

NWPS Flood Inundation Mapping, or FIM, can show modeled water extent for portions of the United States. The official guide describes three guidance options. Their time windows and inputs differ, so the layers should not be treated as three versions of the same map.

River Forecast Center Max Forecast FIM
Uses up-to-five-day River Forecast Center forecasts where they are available. The layer is generated when the RFC forecast reaches action stage.
National Water Model Max Forecast FIM
Uses a five-day weather forecast for rivers and streams not covered by an RFC forecast; the official guide lists a 48-hour window for Puerto Rico, the U.S. Virgin Islands, and Hawaii. It appears where modeled flow exceeds a high-water threshold.
National Water Model Latest Analysis FIM
An observation-based snapshot of the most recent modeled flooding. It is generated where the analysis exceeds a high-flow threshold and is not a forecast of the eventual crest.
  • Check the selected guidance: confirm whether you are viewing an RFC forecast, a National Water Model forecast, or the latest analysis.
  • Check the updated time: the layer menu provides model update times. A map without a fresh timestamp is not a current picture.
  • Check availability: experimental inundation layers do not cover every location. A blank area is not evidence that flooding cannot occur.
  • Check coastal context: the guide identifies coastal modeling zones where extra care is needed when interpreting river inundation.
  • Check official instructions: do not use a modeled boundary to overrule a warning, evacuation order, barricade, or a visible rise in water.

Know where the tools stop

A precise-looking boundary does not remove uncertainty

River forecasts and inundation maps are powerful planning tools, but each depends on observations, weather forecasts, models, terrain, and the selected location. Conditions can change between updates, and water can reach places that are not represented by the gauge or layer you opened.

  • No forecast line: the gauge may have observations without an official river forecast. Do not invent a future trend from the last few measurements.
  • No mapped water: coverage or a triggering threshold may be absent. Check alerts, local information, radar, and visible conditions.
  • Below flood stage: impacts can begin at lower, locally defined levels. Roads and low areas may flood before the gauge reaches a named flood category.
  • Fast-rising water: leave early for higher ground. Do not wait beside a river for the next chart update or drive around a barricade to inspect the water.
  • Conflicting signals: use the newest official warning and local emergency instruction. A warning is the action product; a model map is guidance.

NWS guidance says to know whether home, work, school, and common routes are flood-prone before water rises. It also says to avoid floodwater, move to higher ground when needed, and obey evacuation orders. Six inches of moving water can knock a person down, and deeper moving water can carry vehicles away.

A one-minute decision ladder

Turn the newest information into one clear action

  1. Outlook: identify the river, low roads, alternate routes, higher ground, and the next time you will check.
  2. Rain forecast: note timing and totals, then check the river gauge and basin—not only the forecast at your address.
  3. Rising observation or forecast: compare the trend with local thresholds and impacts, prepare to leave, and move vehicles or supplies only while it is safe.
  4. Experimental inundation map: use it to understand possible spread, while keeping coverage and model limits in view.
  5. Flood Watch: be prepared. Charge devices, enable alerts, review medications and pets, and avoid plans that could trap you in low areas.
  6. Flood Warning or Flash Flood Warning: take action from the warning text. Move to higher ground or evacuate when instructed; never wait for the map to look worse.
